Final Agency Decision (FAD) Writer – EEO
POSITION SUMMARY
As an experienced Final Agency Decision (FAD) Writer, your expertise is consistently applied to facilitate efficient complaint resolution by providing comprehensive and legally compliant FADs. As an FAD Writer, your commitment is to deliver accurate and well-documented FADs that ensure all parties involved are informed of their rights and responsibilities in the complaint resolution process. In this role, you will draft FADs according to regulatory guidelines, conduct interviews in person, via video, or prepare interrogatories. You shall also review ROIs and deliver draft FADs within 25 days of assignment.

Role and Responsibilities
  • Proficiency in drafting draft FADs that encompass findings on each claim's merits in the complaint or, when applicable, the rationale for claim dismissals, aligning with subpart E of Part 1614.
  • Possesses in-depth knowledge of subpart E of Part 1614, enabling accurate findings on claim merits and appropriate dismissal rationale.
  • Comprehensive understanding of the requirement to attach EEOC Form 573, Notice of Appeal/Petition, to the final decision/determination to
  • Proficient in reviewing Records of Investigation (ROIs) and delivering draft FADs within 25 days of receiving assignments.
  • Produce timely and comprehensive FADs in accordance with regulatory guidelines.
  • Provide updates and prepare and submit weekly status reports to the assigned program manager.
  • Conduct telephone, in-person, video interviews, or prepare interrogatories.
  • Proactively communicate, cooperate, and collaborate with client case managers and investigators.
  • Spellcheck, proofread, and edit, draft and final reports and prepare case files in accordance with EEOC MD-110, client, and HR Anew requirements; then submit the draft or final report of investigation to the assigned HR Anew Program Manager for quality review.
  • Establish priorities, be organized, and meet or exceed timelines.
  • Review and respond to all emails received the same business day or within 24 business hours.
  • Manage private, sensitive, and confidential matters.
  • Function in a high performing environment, as part of a team and individually.

Qualifications
  • Expert level knowledge of Title VII and Federal EEO principles, laws, regulations, policies, relevant decisions, and applicable Executive Orders and administrative procedures, including those governing matters involving claims of sexual orientation discrimination, and GINA.
  • Sound working knowledge of 29 C.F.R. Part 1614 and EEOC MD-110 complaint procedures.
  • Certified EEO Investigator having completed the annual requirement of 32 hours of EEO Counselor Training and/or 8 hours of Counselor Refresher Training.
  • Six years of similar EEO work experience in counseling or investigations.
  • Six years similar work experience in a federal government setting or working on federal contracts.
  • Can successfully complete a federal or state background investigation.
  • Bachelor’s degree in human resource management, Business, Legal, Political Science, English, Technical Writing, Communications, or a related field is highly desired. An advanced degree such as an MBA or JD is a plus. Education may be substituted for equivalent and highly applicable work experience.
